I went inside Hooters for a look yesterday. Interesting. It's maybe 50% complete but no work being done on it at the moment.
A huge amount of work has been done making steel roof supports.
It's a nice open layout with some river views. But it has the definite air of an abandoned project.

I hear that Hooters Inc weren't too happy about the Cambodian franchise. They suspect Owl play.
My posts are just jokes, maybe they're rude, offensive, and politically incorrect. They're not my opinion, viewpoint, idea, or judgement, but they're just fucking jokes so lighten up.
All that steel just to support the roof. They will need much more for a second floor. I think I know who will take this space,a gang from Pattaya.
I had a lovely ex GF who is still a dancer in St 136 who lived in that building with the family in the late 80s and early 90s. There was no water, they used to wash in the river.

Well, according to the PPP, Hooters remains firm on opening in Capital (and then Siem Reap).
The local franchise holder of Hooters, the American restaurant chain known for its all-female wait staff clad in tight tank tops and orange shorts, confirmed yesterday that work would resume on its first Cambodian branch, dispelling rumours that the company had pulled the plug on the project.
Gary Murray, CEO of Bangkok-based Destination Resorts, which signed a development agreement with Hooters in 2015 to develop 35 locations across Southeast Asia, said construction on a branch in Phnom Penh’s Riverside area had stalled, but would resume soon.
“We are committed to the project,” he said. “[We are looking] to restart in the next 30-45 days and open 60-90 days thereafter.”
Destination Resorts registered Hooters Cambodia in March 2016 and is refurbishing a 2-storey building at the corner of Sisowath Quay and Street 104 to house its first branch in the capital. Construction was originally slated for completion in July 2016, but was pushed back until October before stalling altogether.
Destination Resorts recently opened Hooters locations in Singapore, Jakarta and Koh Samui, Thailand. In addition to its Phnom Penh restaurant, the company has announced plans for a branch in Siem Reap.

What's strange about that article is that it doesn't say why the project has stalled. Did the reporter ask that? It's hard to wager on when it will resume if we don't know why it stalled. I hear thar Destination Resorts owes money to the contractors and laborers for unpaid work.

That's also an interesting timeline he gives: They think they can finish all of the construction and open in as little as 60 days from starting (yet won't start for another month/month and a half). It's a major franchise, they can't just do a soft opening and start figuring things out. The franchise agreement will specify the training requirements for the staff (which will involve flying in trainers), and the sourcing of the food will need to be approved, not to mention the hiring, marketing, legal requirements to complete.
I think this timeline can be accomplished - but only with very good project management and local experience - two things they do not appear to have. It will also take some cash, and they would have already had to throw a lot away. Just the fees to open to restaurant, and then the extension fees for being late to open. If they don't reach this timeline, I wouldn't be surprised if Destination Resorts lost their franchise agreement for Cambodia. However, they're probably granted more leniency here than in, say, Florida.
I think there's no way it opens this year (that's the safe bet), they lose the franchise rights, and someone else opens one in Siem Reap in Dec 2018 (that's the risky bet).

The rent for the site is in excess of $8K a month. So they have burnt through over $100K already, with at least another $25K to go before opening.
