It has taken around 18 months to get to where they are now. Pretty impressive really, even by Cambodian standards. Meanwhile Royal Group say a light rail system which will link downtown with the airport will be up and running by April 2018. Perhaps they should swap project managers.

Is there some special license they need to open other than what every other bar/restaurant gets? And if not, why can't they get it?

I'm not trying to dispute the "this will never open" part of your post, I'm just wondering why the "license" would be the hold up.

Again, just hearsay but apparently the powers that be do not want that sort of debauchery in their town. Funny really when you think of all the girly bars around there.
