Who negotiates the tuk tuk fares, you or your girlfriend/wife?

Yeah go get yourself a Harley or Suzuki 1200, or whatever, couldn't care less, seen plenty pass me by yet to disappear again. I've had mine since 2011, enforced disk lock makes even the lowest youn want to give up on prize stealing it from the barang.

I always let my girlfriend negotiate the tuk-tuk fares. If I don't, she'll be mad at me and say I got robbed 100% of the time. If we don't pre-negotiate a price, I hand her the money and then she pays what she wants. I always get a buck or 2 back, lol.

I tried the LTO et al. method a few times, but on a really short ride that should have been 6000 riel, he demanded $3 and caused a big enough scene that I couldn't just walk into my house from. I said fine, here's two dollars, and he wouldn't budge. I spoke in Khmer, he answered in English. He gave me the whole "well there are four of you," and then he said fine, he'll bring us back where we started to. Was a real dick. Luckily the neighbors that know me just ushered me away and dealt with him (I still don't know how if they paid or told him to F off).
Anyways, after that I always feel the need to negotiate now, as that was embarrassing. I'm always surprised that when I speak Khmer, tell them where, ask how much, and they reply with $4 or $5... I mean come on. I then saying something along the lines that I've lived here for four years and that's too much, sorry. Then I get it for $2 or walk away.
The tuk-tuks are way too overpriced here. It will be a rude awakening whenever über or Grab Car end up here. I was going all around Saigon for a $1, and only paid (almost) $2 after a 40 minute, 3.9 km trip. I hope those new 2-seater trikes (whatever they're called) will make it more competitive.

Never ask how much. Even when "negotiating," just say the destination and state the price and ask for confirmation that you will not be hit with a brick if you pay that price.
If they counteroffer, just say "No" and repeat the price and they will usually agree.

This brings up another point. As things are normally 'negotiated,' if you state the correct price first, won't they want to negotiate up? I rarely get tuktuks but when I do I generally use one of the guys I know and they know I'm fair so we don't negotiate.
If I'm in a new place I ask how much - if it's reasonable (or even slightly high) I will agree quickly. I like to think I am rewarding him for being fair. If he starts at a stupid number I move on to the next driver. I don't talk to him again. This really pisses him off as they often have a 'turn' system agreed and I'm messing it up. I speak to the next guy and ask him how much, it doesn't take them long to work out that if they aren't fair they aren't getting my business.
Mostly works well, sometimes have had to walk away and find a new gaggle of drivers.

In my experience this doesn't work. If they hear the price of the first driver, they will not budge. That's why I prefer to hail a driving tuk tuk down the road, make him an offer, and if he doesn't agree, he's off and I hail the next one. I avoid waiting tuk tuks like the plague, unless I know them.

Sometimes they will say "Oooh, $3, bong?" and then you say "No." "Oooh, two and half?" "No." "OK, OK, $2."
Note: If you regularly go around offering 6000 riel for rides with four passengers, the negotiating may take longer.

Negotiating means talking and human interaction. I'd rather have a brick in the back of the head than that.
