What sort of permissions/licenses are required to set up a food cart? Can anyone park a food cart or truck anywhere they want?
If I invested in a restaurant and some guy parked outside selling food from a cart/truck and blaring dance/techno music, I'd be rather annoyed.

Kind of amusing seeing Temple Club and Angkor What? complaining about the amplified music wars that they started years ago to battle one another for customers and drive potential competitors away.
And I am not sure the foreign business owners are going to gain much local sympathy for driving away small Khmer businesses and the time honored tradition of street vendors.
Which is not to say the place is not a total mess and needs cleaning up.

It has gotten way out of hand, there must be 50+ juice stands around Pub Street these days. Forget taking a car into the area, with the food stands and the dozens of buses (which the governor promised to get rid off 3 years ago), it is a complete mess.

Most of the businesses moved to Sok San road because the ridiculous hiked rental prices so they said, but true. Anyway, I still love the street carts people where you can buy simple fried noodles and the papatya salads and rice porridge for less than a dollar. Tell them Rang Rovers and them backapackers to move to the side a bit when vehicles are going through...or the idiots think he/she showing off their shits like they are in Lamborghini flaunting and speeding their vehicles through that road.
