You will set expectations way too high. Later in the relationship when you forget such events (like birthdays and anniversaries) she will be bitterly disappointed. She will always expect romantic gestures after this which she will take as a symbol of your capitulation in the relationship.

This is what a lot of single girls say. In college, did you used to wear matching shirts with other single girlfriends on Valentine's Day with some anti Valentine's Day slogan on them? Go out to bars in the West, and you'll always see these girls... and they're always just a little desperate looking, don't you think? Anyways, why such the hatred on this day, if you're in a relationship? Is it really that hard to make a dinner reservation, or cook at home, to pick up flowers, or chocolate, or whatever? It's really quite easy.
I already advised the OP to go to Malis, which does an excellent Valentine's Day dinner, with high end Khmer food. I've seen some menus from other restaurants in town as well, and most look great, so if your SO can do more than 'force down foreigner food' you have lots of great options. I had lunch at Yi Sang on the riverfront yesterday, and their menu ($38) looked nice, and it would be a romantic location, so I would consider that as a good option as well. Or I may consider the Deli Bistro for French, which I haven't seen if they have a special menu, but I've been having great meals there recently. Personally, we go all the time, so I'll be cooking at home.

I plan on taking my 14 year old daughter out for the night, just the two of us.
Which restaurants will have the highest proportion of bitter, angry, single, white women who work for NGOs, and will leap to the wrong conclusion and get 'triggered' can you recommend ??
P.S. said daughter can eat any kind of western foods, blue cheese and is a bit of a seafood snob - I have spoilt her rotten
