It's a sketchy story, the earlier report from CEO doesn't fit with the later report:

According to a boy who was translating from Chinese to Khmer for the women, before the incident, two suspects riding motorbike snatched a phone from one of the Chinese women in the Lexus, which was parking. After the freshy boys stole the phone, the Chinese women drove after the suspects, but they disappeared. As the phone had the GPS, they managed to track the GPS location with another device and found the suspects soon after, still riding around on their cute little Scoopy.

The Chinese driver wasn't playing around, so when they spotted the thieves, she put the pedal to the metal and ran them over, almost killing them. They were knocked off the Scoopy and dropped her stolen phone, which one of the Chinese women retrieved.

I thought that sounded very dubious. How easy is it to suddenly track a stolen phone with another phone I don't know, but it sounds pretty unlikely that anyone outside of the secret service would be able to do that so quickly, and then catch up with the "perps".
My guess is that it was a BS story made up after the Chinese woman drove carelessly and whacked into a motorbike.

This story is even more ridiculous to me, it sounds like they just crashed into the victims because they suspected they would be robbed. How the hell does anyone steal a phone from someone in a car unless they are driving around with their windows down? It seems highly unlikely.

At about 11.30pm, the Chinese driver of the SUV ran down two Cambodian men and claimed afterwards that she did so because she feared they were going to rob her. “They suspected that the two Cambodian men were thieves and were going to take their phones,” he said of the two Chinese women in the SUV.

“They then turned the SUV and drove to chase and hit them,” he added. “They crashed into their motorbike and caused very serious injuries.”

So we'll have to wait for some eye-witness reports or for the victims to be identified and the surviving one interviewed. The report of the death came from a local news site, likely after the KT article was published.
