Broccoli is commonly available in markets here and plenty of local and foreign restaurants will have it in their dishes. Cabbage, Cauliflower and other brassicas are common too. If you buy broccoli here you need to cook it almost immediately, if you leave it overnight it often starts turning into flowers. Cauliflower goes black really fast too. If by sprouts you mean Brussels Sprouts I don't believe I have seen one in many years.
Romantic Cambodia is dead and gone. It's with McKinley in the grave.
I eat broccoli nearly every day with shallots and garlic...bok choy too..
Buy your own and cook it yourself...
or teach your Khmer lady.

Brussel sprouts turn up around christmas in several supermarkets but when i last saw them they were incredibly expensive.
Much too expensive just for a nostalgic Christmas dinner.

I live in a hotel so don't have a kitchen, I'm at the mercy of what restaurants will provide. Also i have no khmer lady.
Super Duper and Thai Hout have Brussel Sprouts come ThanksGiving and Xmas.
I understand...
but, I had an apartment in Sihanouk years ago and used an electric burner..
Surely, you could buy one and a small pot or pan...
Or boil water with your apartment electric tea pot and just drop the broccoli in or buy a small pot..
Don't rely on restaurants..
Just get some very basic kitchen items and make some mama noodles with broccoli.carrots...etc..
You surely make a cup of tea or instant coffee in your hotel room?
Be creative...if you have a small fridge you are all set.
I lived in many apartments in PP and Thailand that had a burner and I cooked some basic healthy meals...
I sure could not survive on street food or restaurant fare for long...it sounds awful.
To be honest ...I have cooked all my life for myself and friends and family...camping..in school with a hot plate..you name it..
Just adding some fresh broccoli to mama noodles is a great way to start my friend.
You can do it!

gerbies salad bar on 51/sihanouk has lots of fresh veg including broccoli in their salads, I'm pretty sure larrys serves with most meals....in fact I'm pretty sure most restaurants, KHmer and Western serve them...where are you eating? KFC?
from the market, you can get broccoli from the market
People have air fryers in Cambodia. They are all the rage here. I finally bought one and its great. It has a rotisserie function that makes roasting meat perfect. They only cost around a hundred bucks.

Sounds like some machine if it can roast sprouts and broccoli to perfection too.
