Well, Thailand is far from ready to reopen, with a vaccination level of less than 50%.
What is relevant is not the number of current new infections, but the infection prevention level, which simply translates into vaccination level * vaccine efficacy.

Twice recently the Cambodian media has claimed Cambodia is at or near "zero-Covid" based on reported cases. Yesterday the Khmertimes was prescient enough to admit this doesn't mean there's no covid in Cambodia, just that people stopped testing. A bit slow on the uptake aren't they?
