It's odd. Despite living in SEA for over a decade I've never got to grips with Vietnamese politics. I had no idea who the PM was for example.
For those more familiar with Vietnam, what does this change mean?

In a nutshell The PM handles the state/government , in other words the economy. The President looks after the military, who are always chasing money evenso they have the monopoly of illicit booze and fags and control the main telecom, Viettel (and a very good internet service they provide too: extremely speedy)
Anyway, here in Viet Nam, by and large no ones cares one way or the other who the PM is.

I believe the PM is the last one, after the National Assembly, to sign any law to activate it, such as visa rule changes, law changes, mega projects, and probably all legislation of any kind. As well, he meets heads of states, such as Obama earlier this year.
