They already have trouble funding and staffing public hospitals so this will certainly complicate things. As for farang, I would not be surprised if they get excluded. This would make sense maybe with the exception of long term expats/business visas as they actually pay taxes and should get some benefit for that. Tourists should have medical insurance covering expenses.

How about for long-term residents like yourself? You must benefit from having far superior medical services around, whether that's ambulances, paramedics, ICUs whatever. I used Banglamung Hospital (iirc) in Pattaya, a govt hospital...
ambulance, x-rays, pain-killers, anti-inflammatories, night stay with meals, ambulance drop off next day...500baht...about $12.50 in those days

I use phuket international when i need. Great service, top drs, very affordable.
Example. Had a kidney stone. Morphine on arrival, xray, ultrasound, drs consolt....$80
Drs. Consolt is 500 baht
Id never go to the goverment hospital to save a few $$$
