Misreading the room: Why Hun Sen is failing on Myanmar
Cambodia’s strongman thought he would have a connection with Myanmar’s army chief Min Aung Hlaing. He didn’t.
When Cambodian Prime Minister Hun Sen became the first head of state to visit Myanmar since the military seized power in a coup last year, he seemed to think he would be able to bring the generals back into the Association of Southeast Asian Nations (ASEAN) despite the country’s worsening humanitarian crisis.

It is not only that the Cambodian PM is a more sophisticated operator, he also has the genuine support of a significant proportion of the population.
Yes, ruthless acts have happened in Cambodia that he, ultimately, bears responsibility for (Body Guard Unit grenade attacks, post Coup executions in custody, election protest crackdowns, and, not ruthless, but blatantly anti democratic, outlawing the opposition party and its key members). However, he hasn't, post UNTAC, attempted widespread war against his people, because he maintains high popularity with a minority, and acceptance, at least, with, I guess, a majority.

The joint statement also urged nations to “immediately” end the sale or transfer of arms and military equipment to the country.
It follows the US and UK’s announcement of new sanctions against Myanmar’s army on March 25. The measures came days after the US said it had concluded that the country’s military committed genocide against the mostly Muslim Rohingya minority.
“Brutality and oppression have become trademarks of the Burmese military regime’s rule,” US Under Secretary of the Treasury for Terrorism and Financial Intelligence Brian Nelson said in a statement. “Treasury is committed to holding accountable those who are responsible for the ongoing violence and repression.”
As is customary for the day, Min Aung Hlaing delivered a speech in Nay Pyi Taw amid the spectacle, filled with his usual propaganda and grand pronouncements about the historical importance of the military. He also took the occasion (unsurprisingly) to criticise the “terrorist organizations and their supporters”, which is how he likes to refer to the National Unity Government, the People’s Defense Forces and really anyone who opposes the military and the coup. However, this speech took a even harsher tone than those he has made in the past, stating that “the Tatmadaw will no longer take into account negotiation with the terrorist groups and their supporters” and that the military will “annihilate them to an end.”
This declaration is not exactly surprising. The junta had already said they would not hold discussions with the NUG or PDF groups, but the decisive language used in Sunday's speech sends a clear message to ASEAN that the military is not willing to fulfil a major component of the five-point consensus. The junta seems to think it can derive justification for this decision by stating that “there are no governments or armies worldwide that negotiate with any terrorist groups”. We’re not sure this will be a compelling argument for the rest of ASEAN, which is becoming increasingly frustrated by the military. It’s also not a good look for Cambodia that Min Aung Hlaing has drawn such a hard line only a few days after ASEAN Special Envoy Prak Sokhonn went to Myanmar and met with junta leaders. Sokhonn met with UN Special Envoy Noeleen Heyzer yesterday where he stated that the trip was “generally welcome and considered a significant step forward” � we’re not sure who he’s been talking to because this sure isn’t the impression that we’ve gotten.

It appears the Junta are determined the apply the brakes to an already stalled economy by forcing all foreign currency into Kyat (in one day) and restricting withdrawals for companies to USD56,000/week. Can't be too careful.

One thing to understand with regards to the Junta is whilst they are enabled by some countries it is a patronage they resent. The Junta are very much a domestic product.
I fail to understand how you could interpret 'a common factor' as 'the direct cause'. One giant leap, in anybody's book.
