Which banks will accept a UK cheque? It's not a personal cheque but one from HBOS plc. My initial question to my own bank (ABA) was met with a "cannot do"

Why would they?
I've never heard of any bank accepting a cheque from another countries bank, even if its the same company. That's what electronic transfers are for.

Even if you find one that accepts it, expect huge fees. I can remember my mother cashing in France my father's foreign checks...

I'd be surprised if any bank here will accept it. Maybe I'm wrong - but I wouldn't hold your breath.
I think best to look for an alternative payment method.
Even back home international cheques can take weeks to clear & that is with a mature banking system. There is no international clearing system. Would expect there to be hefty fees associated with it too.
That is for personal cheques, but I think you are talking about what we (UK) call a bankers draft - a sterling bankers draft is useless here, what you would need is a foreign currency draft which I think is specific to a local bank I.e. The U.K. Bank will state which local bank should be used to cash it, as they will have an agreement. Whether they have agreements with Cambo banks, I don't know.

Just for comparison sakes, Thai banks can take up to 45 WORKING days (9 weeks) to clear a cheque. I declined.

It's entirely possible that after the 45 days you get a message to say that the cheque has bounced and you need to pay more fees!
As an earlier poster said, cheques are now becoming defunct. Not before time.

Stramash, it's very strange that HBOS didn't know about the difficulties they ought to have known that you would face. When I make a bank transfer from Cambodia to the UK, Campubank (Cambodia Public Bank) always advise me what might go wrong - they seem extremely clued up as to what, potentially, might go wrong with my attempted transfers, down to details concerning IBANK numbers & SWIFT numbers. You (and they) can easily check, but ultimately, one would expect the banks to be aware of those potential problems and to inform their clients accordingly.
Kindly keep us posted about developments. I do advise speaking to Campu as they do, at least in my experience, seem to know about International Bank Transfers. SWIFT should be no problem - it does seem remarkable that your local bank wouldn't be able to manage these transfers. I think they have been economical with the truth concerning your transfer needs.
