I withdraw USD from ATM's in Sihanoukville from my bank in my home country. Is there a bank here whose ATM's *consistently* offer a better exchange rate than the others?

As you are withdrawing from your home bank account the only relevant exchange rate is what it charges for USD, not that of the ATM machine.

I use XE for conversion rates.
