Best banks in Phnom Penh for US expats to open an account?

Standard reply for any expat recently appears to be "ABA" only. I still bank with ANZ, but work-wise have a lot of dealings with ABA and would concur they're by far the most east to work with as an expat.
If you're trying to fly under the US FATCA radar, don't bother - it's a regulatory requirement for all financial institutions to report US account holders to the NBC, etc. Uncle Sam always gets his tax.

Can I ask whether you have had or are having any problems logging on to J-Trust internet banking?
For the last few days I'm getting an HTTP ERROR 404 page.

I was an ANZ customer for 10 years but last week opened an account with ABA. J-Trust has completely fcuked up the service: no information about the take-over (they told me they put a sign on the bank door), no working website, no replies to inquiry, no possibility to transfer money from abroad.

Yes, I am trying to be patient with them. It might not be on the top of the list for many, but Canadia bank has provided flawless service for many years, with my account there. ATM fee is lo, transfer from foreign account, $20 on each side, takes a week. The ATM's offer the convenience of crispy fresh $10 notes, when taking out $90.
