Hi all,
is there a way to request a written statement about intermediary bank charges from a cambodian bank? some law which one can cite ? or is cambodia too much cambodia for that ?
The situation:
I sent 10th July 250 usd to my gf in cambodia. i paid intermediary bank charges via my own bank: 12.34 SGD ~ 9 USD (besides my own bank charges of 25 sgd)
i sent 18th of Nov 535.05 usd to my gf in cambodia. i paid intermediary bank charges via my own bank: 12.33 SGD ~ 9 USD (+25 SGD own charges).
Both times my gfs bank (AC Leda) charged her 25 USD, when my gf tells me they would charge her 10 usd.
i requested from my bank tt forms as proof that i paid for the intermediary bank.
What can i do to inquire about the 15 usd discrepancy ? Am I too much a nit-picker (Erbsenzaehler in my native language) ?
what i wanna do with someone right now:
this time: i made a test. i sent 535.07 USD and let her bank (AC Leda) charge intermediary bank charges. she got: 485.07 USD ?! so her bank charged 50 usd in total and 25 USD extra when i paid for the same 12.33 SGD = 9 usd.
Feels like somebody is holding his hand to grab money.

Check out Western Union for money transfer.
For amounts like that use Western Union. I think you can send up to $1000 and only pay $15, if under $100 the fee is less. That's from USA to Cambodia.
For security, I would use the bank to bank wire when sending larger amounts over. If you are sending thousands it is worth the extra wire fee to avoid someone physically carrying around large sums of money, even if direct to the bank. For $1K or less go for the Western Union.

Western union is ok for occasional payments, but they sometimes block you if you send regular payments. We use our staff to send payments but rotate them to try to counter this. Once blocked it's practically impossible to be unblocked....ever.
I would try a different bank. ABA are usually OK for us. ANZ Royal were fine, but haven't used them much since they became J Trust Royal.
Don't bother with BRED Bank. We just had a customer send us $825 and we received only $785. So that's $40 of charges + whatever the sending fees were.
What happened to the Facebook payment system that was in the news recently? Did it happen?

Bank charges are a notorious rip off.
For regular small payments I'd open an ABA account, transfer or even better deposit a large amount and use the app for free local transfers. The beneficiary doesn't even need a bank account if you use the handy "cash to ATM" function, limited to $200/day I think but very convenient.

Seems using WU is the obvious answer, for these smaller amounts seems illogical to use a bank. The only benefits I see in this situation for using bank to bank wire is to avoid the task of physically picking up the money and risk of carrying it. I used wires because I was sending $10k but if small amounts WU is the answer.
I understand it can block you for high volume of transactions or suspicious activity, so this guy in the OP sending occasional payments seems to be at little risk of being blocked. Given you use WU more than I do I’m just wondering if I missed something with WU policies?

First of all, the name of the bank is Acleda bank, not the way you spelled it (https://acledabank.com.kh/kh/eng/ ). They're my bank too.
Second, is your gf account in PP or in a different city?
If in a different city, they will charge the incoming wire fee a second time.
#3: There is usually an intermediate bank involved, when sending an international bank wire, Your gf can ask for the list at Acleda. That"s where most of the missing money went, is my suspicion.
Anyway, she should ask and they will explain it to her.

Transferwise is superb. TIme it right and you can get better rates than can be found even on XE. They also have a facility where you can lock in an advantageous rate for 24 hours (or an entire weekend if you do it on a Friday) if you're worried about exchange rates fluctuating too much.
