ATMs for BIDV in Cambodia
I am in Phnom Penh and need to apply for an e-visa to go back into Vietnam. I can pay for this visa using my BIDV debit (VISA Mastercard) card but it turns out I need to apply for Smart e-banking functionality. I have done this but it takes a working day for a response or one can go into a branch.
I am not waiting for a response, it may never come. This afternoon I will be going to a branch that opened in 2009 in Phnom Penh on National Road 1.
In the meantime, I wonder if anyone in Cambodia is able to use a BIDV card in any ATMs in Cambodia, if so which ones?

I don't understand what the issue is. I've had Visa cards for about 25 years and they work everywhere. I know Vietnam has some weird banking rules but Visa is Visa, what's the problem?

I can see where this is heading. People ask legitimate questions and clarification and the OP starts to get arsey.
Visa (and MasterCard etc) are a separate company who supply the purchasing network and processing to banks. It’s got nothing to do with the bank. Visa is visa.

But I suspect that the bank have put some fraud prevention in place using their app. Something like when he makes a payment online or abroad then he needs to authorise the payment in the app.
But he ain’t got the app and hopes that the branch in Cambodia can help set up e banking for an account set up in Vietnam (?).
Although he suggests that his card is visa and Mastercard which is nonsense - it’s either one or the other.
If it is either Visa or Mastercard then yea he can use it in an ATM here, if it is Visa and Mastercard then it is about as authentic as those Addiddas trainers you bought in the market.

It's the Vietnamese bank BIDV basic debit card they give to foreigners. It's not a proper VISA but it is supposed to have functionality where I can do transactions online. It has the VISA logo on it like a lot of these cards do.
Up to now I never needed it and didn't realise I was meant to request/apply for the extra functionality. It doesn't surprise me, I probably should have second-guessed. It's just one of those things.
The VN immigration requirement to pay for e-visas online means I can just use BIDV, as they are listed. My card details are all good but payment fails due to this issue.
Apparently I need to go into a branch to sort it out or it can be applied for online with a working day's wait. Of course, applying online doesn't work. They have an app for smart banking but I am not sure that's the same thing, and either way that app claims my phone number is "the wrong format" - even though that's the number the bank sends SMS to.
The reason I post here is to see if anyone who is used to moving between Vietnam and Cambodia might know about BIDV cards here in Cambodia. I don't expect anyone here can solve the online transaction issue, I will try phoning their hotline after I have made this post.
But maybe someone here has a BIDV card and they might be able to tell me something useful, who knows. Like, the Vietnamese Sacombank is in Cambodia. Maybe I can use their ATMs to access my BIDV account if I wanted cash, or maybe there is another ATM I can use.
So basically, any tips or info about using a BIDV card in Cambodia, or not, as the case may be.
Otherwise, I get paid in dollars via Paypal which I cannot use to get the e-visa, unfortunately.
Hopefully that clears things up. I'm not here to be arsy.

As I was selecting #2 for English I realised I didn't have my account number in front of me. I disconnected, got the detail and called back many times but the call immediately disconnects. It feels like plunging down a worm-hole sometimes!

You keep contradicting yourself.
Visa and Mastercard are two different systems.
Visa more prevalent in Cambodia - or at least it used to be. But still possible to use Mastercard at ATMs

Yeah, sorry, not VISA apparently, we are talking Mastercard (functionality).
If you follow the link you will see it's just a debit card, but it is supposed to have online transactions functionality (that apparently I need to apply for).
Usually I am good with getting money out of an ATM or via Paypal, the rest of this is new to me.

I would imagine that it would work ok at any ATM which shows the Mastercard Logo.
You will likely get screwed in international transaction charges and currency exchange fees, so make one big withdrawal rather than several small withdrawals.

Finally got through to BIDV hotline to talk with a human being.
Told them my details (passport, card and phone numbers) but I was calling from Cambodia on a Cambodian number and BIDV want me to call them using my VN number registered with the bank even though I clearly have all the details of the account.
Impossible situation. Now what?
