So you only have one means of accessing funds when you travel? No contingencies?
Jeepers, that’s not a great way to live.
Only other option you have (I think) is to lift cash from ATM, if you can. Then go to a local travel agency and ask them to organise a Vietnam visa for you, you can pay them cash.
Then when you finally get to where you live, get yourself a backup credit card. Even a prepay card like Revolut or Wise would do.

Yeah I appear to have become out of touch with modern financing.
I get paid in dollars by Paypal and I use a bank in Vietnam just for ATM withdrawals. After Vietnam restricted visas and extensions and doing this border run it has become obvious I need to set up a decent international account (VISA, Mastercard.. the real ones, a decent international bank, etc.)
And I also need to explore ways of moving finances around (my main priority).
I know about Wise and they are a top priority for research in this area, though Revolut is new to me.
I don't want to be relying on a Vietnamese bank account if I am not or cannot get in country.

In the meantime, my landlady in VN offered to try making a payment for the e-visa. That was yesterday. Still waiting as I write this.

My landlady paid the $25 for the e-visa and now it has been refused. I can't seem to catch a break.
Turns out my Vietnamese BIDV bank card not only has online transactions blocked, but also use of ATMs outside Vietnam, it seems.
I just went to a Sacombank ATM (VN bank) and it informed me that access is unavailable.
So now I am stuck in Cambodia, money going into a Paypal account I cannot use in Cambodia linked to a bank I also cannot use in Cambodia.

The only sure thing about all this is, no matter where you live, better keep an active account in a bank affiliated with the western banking system.
Unfortunately I did to get back into that. My old UK account would have been frozen years ago.
I just can't get back to a stable situation where I can apply for a decent bank account/card.
I would probably qualify for a teaching job in Cambodia so I could open a CM based account but it's not ideal to commit to a contract on low earnings just for another one of these SE Asian bank accounts and I can't link my Paypal to it anyway, so finding a local teaching job isn't the right step I don't think.
I feel like I need to get some kind of payment system linked to my Paypal like Wise or Revolut as suggested earlier.
If anyone has any other ideas it would be greatly appreciated!
