The government itself is critical of health services here and it's not for no reason that the Khmer elite travel to Singspore or Thailand for medical treatment.
One known exception: Dr Seiha, ophthamologist, on street 110 beside the Irish Place is good with eye-related issues. The downside is you have to wait with about 300 (usually semi-blind) people in the waiting room for an unknown amount of time to get to see him. Very cheap relative to Thailand. And the old(er) woman at the reception desk might actually know what you are talking about - medically speaking - if you go there, unlike in 99% of the facilities here.
