And even, assuming, that the wife has cash flow problems, why couldn't she borrow money at the bank and pledge the hotel as collateral for the loan? Something is not quite right here.....
If you have an e-mail address of the family, take a photo of the bill so far and e-mail it to them.
If you give the passport to the hospital then treatment may continue for as long as necessary, at least if he's in Calmette. I don't know about other options, but worst comes to worst I think he can get treatment free of charge from the Russian hospital. It's not a pleasant place to be, full of lunatics.

If the story is exactly as you say, this is really an ultimate betrayal of someone who is really in need through no fault of his own.
His wife sounds like a trophy wife. She is in it for her personal convenience, not for him, at least from the details you gave here.

Not mobile, can't sit up. Mostly just mumbles when trying to talk (left side of mouth/body are paralyzed). Mostly sleeping/unconscious....

Most health care expenses for all current and former members of the US military are covered for life under the Office of Veteran's Affairs (VA). Just a quick google search brought up the VA website that seems to say VA benefits still apply to veterans living overseas. I believe that the lifetime health care benefits only applies if he were a 'retired' veteran. Having completed the minimum of 20 years of service. Or if he were discharged due to a service connected disability.

People, his problem RIGHT NOW is that there is no one to do the legwork for him. He is half out of it on a hospital bed, completely helpless, regardless of his entitlements whether they exist or not - someone has to take it upon themselves to represent him when dealing with the practical matters.

Not sure this will help but I wanted to try. If this fella is receiving Social Security you should be able to get the deposit changed from his current one the wife is stripping to a new one. You would have to set up an account for him--and this would not be effective until the next payment is sent. not a short term benefit for him, but if he is going to be in there for a while....
Apparently he can't communicate. this is bad, as far as getting his record updated. If you can get some documentation showing where he is and a note from the doc that he is at least temporarily incapacitated, you can fax this to our international operations section in Baltimore. I've got fax number and also contact numbers--none are toll-free though.

I wrote what seems to be the main thing from the OP's postings: there is someone on the hospital bed through no fault of his own who is unable to conduct his affairs and has no one here who could do that for him.
