Hi to everyone!
I planned to leave Cambodia at the end of March for Bali, Indonesia. But now I have to apply for a tourist visa to get permission to enter Indonesia.
I wrote an email to the Indonesian council and they informed me that I need to add a health certificate that you're not infected by COVID-19 authorized by Cambodia. I could do the test and get the certificate in Institut Pasteur du Cambodge. Here's their answer:
"As for Certificate of health that declaring not infected by COVID-19 from local health authority, we encourage you to do it at Institut Pasteur du Cambodge, at No. 5 Monivong Boulevard (93), Phnom Penh, Phone 012 812 003."

Go to the Khmer-Soviet Friendship hospital to have the test conducted.
I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.
That was the information Pasteur Institute was giving to people who wanted to be tested, but yea, personally I wouldn't want to risk spending any time there.

Has anyone ever seen a "fit to fly health certificate"?

I had to fly with a fit for flight document when I had to travel by wheelchair. I think I was still pretty high on morphine when they boarded me in Phnom Penh, and I nearly missed the connecting flight from Bangkok because they were hesitant to let me on because they were worried I’d make a scene halfway and force an emergency landing.
It was a little bit awkward when they were announcing last call in the PA and a fat guy had to push my chair in a hurry. I told him “leo! leo!”, he did not like that.
From Procare Medical Center - Phnom Penh
1. Many local clinics including Raffles and ProCare are offering telemedicine consultations in order to keep our patients and our staff safe and healthy while complying with social distancing measures recommended by the Cambodian Ministry of Health. Doctors and nurses will work with patients to determine whether you can safely stay home, whether your issues can be addressed remotely or whether you need to be seen in person by a doctor. This is to keep healthy people at home and to ensure that people with urgent medical problems are cared for appropriately.
2. Please do not walk in to a medical clinic right now. Instead, please call to speak with a doctor or nurse to determine whether and how you should be seen.
3. The main symptoms of COVID-19 include cough, fever, and shortness of breath. Other reported symptoms include sore throat, fatigue or muscle aches, a loss of your sense of smell or taste and headache. Data from Italy shows that a sudden loss in your sense of smell may be the only symptom, and if this occurs, you should consult a physician. If you have traveled anywhere outside of Cambodia in the last 14 days and if you have any of these symptoms - or if you have severe respiratory symptoms - please call your regular doctor, who can advise whether or not you should go for testing.
4. There are three facilities in Phnom Penh that are taking samples for COVID-19 testing (all testing is being done by Institut Pasteur). They are: The national pediatric hospital, Khmer Soviet hospital, and Royal Phnom Penh hospital. Please note that even if a doctor recommends that you go for testing at one of these three sites, there is no guarantee that you will actually be tested. Each institution will follow the case definition as determined by the Ministry of Health in order to test people who really need testing. This process is far from perfect, but Cambodia is actively testing hundreds of people every day for COVID-19.
5. Many people have questions about COVID-19 testing as it relates to travel, and many nearby countries have enacted travel restrictions. In general, we advise Phnom Penh residents to avoid all non-essential travel and to review travel restrictions carefully since they are changing frequently. If you are preparing for essential travel, please consult your embassy and airline for guidance on the required health documentation you will need to provide. We anticipate restrictions on people’s movement in and out of Cambodia will become more strict in coming days to weeks, not less.
Please take good care of yourselves and your family members. Wash hands regularly - more than you think you should. Stay inside and call your doctor if you have any respiratory symptoms or other questions about your health.

Here's what is looks like except for COVID-19 negativity they would just tick "Fit for air travel" without special conditions and needs.

can we have the good ol days back when los consulates were issuing free double 90 day visas around the same time the red shirts were still a force to reckon with and before all the redshirt leaders were found to have died of natural causes in river beds near the laos border
