For those who do have/which to travel abroad from Cambodia and need a Covid-19 PCR certificate.
This is now ONLY done at the National Institute of Public Health. Street 298, Samdach Penn Nouth, Toul Kork. So no longer at the Khmer-Soviet Hospital or the Chak Angre Krom Referral Hospital, these do only testing, though do not provide certificates.

NIPH did tell me they do have a guaranteed turn-around lead time of 24 - 32 hours. Do the testing today and the certificate is ready tomorrow between 17:00 and 18:00. Certificate pickup in person, no email. Bring passport, etc. Check the exact requirements needed. The provided certificate is valid for 72 hours.
NIPH is open 7 days a week, 7:30 - 17:00, with a lunch break of something like 12:00 - 14:00 for the tests.
When I was there around 13:45, there were around 30 people waiting in the garden to do the test. They have a number system, so get your ticket when showing up.

I have had 3 pre-flight tests conducted at the NIPH, they inform you that test results and med cert will be issued at 1700hrs the following day, however when I went to collect my latest one yesterday it was after 1800hrs before the Certificates were ready to be issued...and then I had to contend with the New Years traffic to get home, spend a little bit of time saying goodbye to my family before rushing to the airport.
I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.

Sorry to hear, you had to wait longer. How much later did it get ? They told me between 17:00 and 18:00. So, when it only becomes 18:30, so be it. Did you go early for the swap, the previous day, or also late of the day ?
The most important aspect is: Do they indeed provide the certificate, end of the next day ? Always ? If not, that'll ruin the travelers whole plans.
Anyway, I do live around the corner, so, easy to go there
And yep, I wish, I would have known this earlier, both other locations are 40-50 minutes away, one way.
It doesn't matter whether you get tested in the morning or afternoon, all the certificates are issued the following day from 1700hrs onwards (previously it was from 1600hrs). Test results and Medical Certificate are always issued the following day, I have not heard of any not.
Managed to get Certificate issued around 1815'ish...normally not an issue, but being New Years Eve the traffic was horrendous and took me nearly 2 hrs to get home.
Oh....and double check your Certificate and test results, i am usually extremely diligent but being in such a rush I didn't notice that they had put the wrong sample collection time on my results, which could be an issue for my final destination this morning.

Yeah, New Years even was quite busy. Travel by car is a nightmare around those days/hours, so I just drive around PP by small motobike.
Good luck with the arrival discussion at your destination (if they check at all). I will have a "spare" 8 hours, though that 72 hours validity is pretty short

My final destination changed their entry requirement to "tested no more than 72 hrs before arrival"... it was "no more than 72 hrs before departure"... would have been fine if they had put the correct time my sample was collected on the test results, I was tested at 1500 but they put 1000...airline checked and were informed will be fine, but will see what happens when I arrive.

Thankfully officials didn't even look at the test results, just the date on the med cert 3rd world efficiency at it's finest

Great to hear you managed, etc. Maybe time-zones are just too difficult to take into account .....
I always wonder, what will happen, if you show up, with a positive certificate (written in small font).

Picking up the certificate, I did go there around 17:40 and the big hall was deserted, I was the only one (apart from the staff). I was out the door in a just couple of minutes. Certificate was OK, no reissue needed.

The NIPH have changed their testing location to the Chak Angre Health Centre, and are only testing in the mornings now.
Not sure whether temporary due to recent cases who had been for tests at the NIPH testing centre, or permanent.

I can understand this. When I was there, a month ago, there weren't that many people for a test, so, they may not want to disrupt their normal work, etc.
