Lying about vaccination status
There is a new vax under clinical trials now: tilt your head back and a doc puts a drop in each nostril. This vax didn't even kill the animals they tested it on! Hopefully it will get approval as I would go for that, as imo a jab in the arm for a respiratory virus doesn't make sense.

Why highlight the %? What are you trying to say?
To me It looks like they're getting only about 130 cases per day, because they are vaccinated.
Cases are not hospitalisations/deaths

It's such a mess. Getting a Sinovac vaccine will not open any border to the west. You can easily spot where the covid cops hang out in Phnom Penh. The epicenter being the Vattanac Tower and its immediate surroundings where you will find foreign diplomats and their ilk living their way of life separate from the masses. Until now, access to nearby malls and markets has been limited to checking a QR code at the entrance. However, most guards don't seem to care much. The malls I have visited here are pretty much empty these days. People have just decided to stay home.
I’ve read several histories of the Nazi regime and Holocaust, but the chapters on how Jews suffered most by being asked to show proof of vaccination before being allowed into major sporting events is the one that resonates the most. The horror.
Actually, EU countries are opening up for visitors with a whole range of vaccines. Significantly more than being used for vaccination in the country itself.
Sinovac is one of these accepted vaccines.

For the QR codes: I tend to go shopping after 20:00 - 21:00 and then the shops are nearly empty. When somebody suggests, I do the QR code, I just say "ot mean" and get waived further. (I don't want to become a "ping" victim, so to say).

You don't appear to understand the city very well. There is nothing special about the area around Vattanak Tower. There are notable government buildings nearby on Russian Federation Boulevard and some banks but most of the area is low rent.
