Attempting to open a bank account in Australia for the nine year old. Under fourteen requires a birth certificate.
We are now in the ridiculous situation where she has an account on mum’s internet banking and a card but the card can’t be activated. I transferred $150, the contents of her piggy bank to her account but now can’t retrieve it.
The bank insists that Cambodia has birth certificates. Do they?
But nine years ago they didn’t it. How much would it cost to get a birth certificate for a kid born nine years ago?
Anyway we have a meeting at the bank today and there will be an interpreter on the phone.

They certainly did 9 years ago. How far would you have to go back to find a time when they were not being issued? The 70s?

Yes, probably 1975-79. It's ridiculous to think any country unless it's in the middle of a war and completely dysfunctional wouldn't have birth certificates.
A lot, I was about a year late applying for one as I thought the cert from the clinic was a birth cert, had to pay about $150 and they should be free. That was 12 years ago.How much would it cost to get a birth certificate for a kid born nine years ago?

It’s a huge ballache. 12 years ago, or even 5, it would have been possible with a little back-sheesh even at the relevant ministry. Now not so.
If you’ve got a certificate from the hospital it’s a start. If not you’re in for a long haul.
Approach mums Sangkat and speak to the chief, which her or her family will know, and get it (both?) issued there.

Trying to sort it out whilst in Cambodia would be a pain in the ass.
Trying to do it from abroad, I'd suggest near impossible. And if possible then very expensive.
I wouldn't even know where to start...maybe local Cambodian embassy, but wouldn't hold my breath that they can help.

How did you get any passports without a birth certificate?
Did you register her with the Australian embassy at time of birth? The U.S. has the “Consular certificate of birth abroad” which can act as a birth certificate, does Australia have the same?

OP doesn’t say he’s in Australia just that they opened an online account and he’s trying to open one up “in Australia”.

Of course they do, and have done for well over 9 years Why on earth would you not have investigated getting your child a birth certificate when they were born?
