She's not married, she never was. It's the ministry, not the embassy. The problem is she can't provide them with a 'certificate of celibacy' (cause she's got kids) so can't complete the paperwork to get married. The next document was the 'certificate of divorce'. There was no in-between option like a 'certificate of being single' which the foreigners can get. I guess in hindsight he could have avoided telling them she had kids. Not sure if they are mentioned in her family book or not.

No they wont legalize it, thats not my point. My mate had every document except a his fiancé's 'Certificate of celibacy, widowhood or divorce' (thanks PSD Kiwi for pointing out it's one document). The MoFA said she must get a divorce through the courts to be able to obtain this certificate from the local Sankat (even though she was never married). Are you 100% sure the MOFA will legalize the 'certificate of divorce'? I'm afraid they won't. About 4 years ago I needed either document to proof the mother of my child was not married to someone else at the time, but there was no way MOFA would provide anything like that to me, even though I did not need it for marriage, even after having a coffee with one of the high shots of that department @ MOFA and offering 'compensation'. They told me they were instructed to really enforce this law. They were willing to provide a document of being 'unwilling to provide documents' though, which made things a bit easier at the embassy of my country.

Its' the ministry not the embassy, and they care, they made that clear already. Or just stop right there to think for a moment. Maybe think something along the lines of: why am I even doing this?
