If I get an E- Visa (electronic, online) beforehand, can I still apply for a business/ordinary visa at Phnom Penh airport when I land?
In case you're wondering as to why I'd want to do this I heard a horror story from a friend who says immigration at Phuket airport gave him trouble for boarding a plane because he did not have a visa in advance (for Cambodia).

i fly to PP often, ( live in Phuket) never had a visa in advance, always get it on arrival.

I don't know of anyone who has done that but I can't think of any reason why you wouldn't be able to do it. He is Italian, most certainly did not need it in advance but he was on 7 months overstay here in Thailand and they were threatening to send him to Italy and not Cambodia if he didn't pay tea money, he says.

Not just tea money but an absurd first request (500 baht per day of overstay) which he haggled down.

That's the price you have to pay according to Thai law, nothing absurd about it at all. I can understand why Cambodia and most other countries might be reluctant to accept over-stayers from other countries. Anyway none of this has any bearing on your entry to the kingdom of wonder, unless you also have also broken immigration laws and have red stamps in your passport.

The price/fine is capped at 20,000 baht. They wanted 500 baht x 7 months or ~105,000 baht.

if you dont have it ur arrested, go spend a night or 2 immigration detention center, go to court, fine reduced to couple thousand baht
deported home ( not country of your choice)

No. You can NOT order an Ordinary visa in advance. Only buy it on arrival. The e-visa is a TOURIST visa only.

Oh, just so he can show the airline then abandon the e-visa and buy an Ordinary visa? Definitely a waste of money. I can't think of why a Thai airline would disallow a passenger without a visa to neighbouring Cambodia when the visa info should be in the airline's own computer database.
