Does anyone have an idea which Viet banks have the lowest atm fees or even better no fee?

When I'm in Vietnam I'm frustrated by the low withdrawl limit on foreign cards (2 million VND is common), so with fees on both ends plus a crappy exchange rate it can cost you 10%+.
However, Citibank (I used them in HCMC) has a much higher limit, I believe it was 8m VND, which helps a lot. Check it out.

If you have a Visa card issued by a European bank then ACB has no fee on ATM withdrawals. For other cards the fee is 35k (a bit under $2), according this page: http://acb.com.vn/en/about-en/media-new ... -acb-cards

What you can do-with most Vietnamese banks,to get round this low withdrawal limit,is go into the bank,tell them the ATM isn't working,and take out money over the counter.You will need to input your PIN into a hand held reader,and you can then take out up to whatever your own bank authorises as a daily limit.You will need your passport,which they photocopy,and you sign,and they charge a fee of I think 3% (it might be 2%-I can't remember exactly,as I haven't done it for a while) Your bank will then only charge you for one withdrawal.It can work out cheaper this way,but can take some time

I've yet to see an ANZ bank, although I am cycling the Delta and there ain't much in the way of anything other than rice paddy and shrimp farms.
