Went to V-silk and obtained the visa for Hong Kong. In the end I wrote a letter from my Cambodian business explaining how she is accompanying me to a conference in Macao, then a weekend in HK. Submitted all the necessary documents and usual flight and hotel booking. Hitting them with a load of paper seemed to work. She will of course not attend the conference. Apparently once they have been granted one visa all subsequent requests are automatic. Took 4 days to receive.

Update for anyone interested:
I did the visa application, for Khmer, at the embassy/consulate (both in the same place along Mao Tse Tong near Russian Market), was pretty much painless apart from a complete lack of pens to fill out the forms.
I went to the embassy as I wanted to get a double entry visa and thought it would be better to tell them in person.
Took the application on Monday, I was there about an hour, the form in GavinMac's post is now incorrect, I filled that one in only to be told to fill another (shorter) form in.
Pickup on Thursday took about 25 mins, hand in slip @ collection booth/ pay at payment booth/ go back to collection booth to pick up
you need 2 photos, photocopy of passport and the form. Total cost (for double entry visa) = $30, didn't pay 'express' fee but had in back in 3 days anyway.
Also didn't submit any paperwork for hotel booking/flights etc and all was OK

Thanks. Just to confirm, you went there with the passport and photos of a Khmer you know (without her having to be present) and filled out the forms and applied on her behalf? What is her background and travel history? Do you think any Khmer can get the visa easily or does the Khmer have to have a good job, etc?

Also, once you sent the paperwork saying she was working for you, hotel room etc they must have thought you were abusing your position of trust. Assuming you only booked one hotel room!
I know if you want a Chinese visa you have to go to the Chinese embassy. Agents can't do it, unless you're with a pre booked trip with them. That was for UK passport holders.

And "hit them with a bunch of paperwork" isn't the reason you received the visa, but rather a complete waste of time.

Sorry, should have been clearer. No we went together, I filled in the form (her written english is not the best). I wasn't involved at all, just filled it in and sat near the exit until complete
her travel history is most of SEA (SG & MY as the 'richer countries')
Didn't take a photo of the form I had but there was no financial data needed at all, no dependents, job title etc
from my experience i would say that the visa is open to most, the impression I got when there was that they dont really ask any questions (didnt ask my GF who she was travelling with etc) although I cant say whether they take into account her previously travel history, which is a possibility
If I had more time in town I’d have gone to the embassy, I was limited on time, the agent waffled in about a reason for a visit. I wrote a quick letter and printed tickets we already had, not much extra effort really. Anyway trip was good and all went well.
