I would like to get in touch with somebody who can arrange private flights(2-6 passengers) from Sihanoukville airport to Phnom Penh airport or Utapao airport. Any recommendations?

Interesting question. Is there any private flying in Cambodia? I can't say I've seen any small planes buzzing about. The closest I can think of would be Brian Naswell and aerocambodia but given his legal troubles he is out of business.

You are probably looking at a cost of around $10,000 USD for the flight.
It doesn't need to be a jet, a propeller aircraft will do the job as well.

If you are looking for inexpensive private flights you may be disappointed. A prop plane is not going to be substantially less expensive per passenger. A major cost is not really the operating cost of the plane itself. The air traffic control and landing fees in Cambodia are so high that nothing short of a jet really makes sense. You are going to pay over $1000 before you even take off in a Cessna 152. The Cambodia flying club was forced to shut down because of the fees. Anyone in Cambodia who wants to fly now has to go to Thailand.
If this is a business proposition, I would suggest considering how to increase your passenger load so you can spread the higher cost over more people. There is a reason that chartered jet flights are about the only thing that land at KOS (Sihanoukville).
If this is a one off request, I honestly think you are better off getting the most expensive luxury bus you can and going overland.
Private aviation and Cambodia don't mix well except for the uber wealthy.

Tell them what you are looking for along with your budget, and see if they can refer you to someone who could work with you. They know pretty much everything there is to know about flying around the region, and they can probably give you a good idea if what you are planning is going to be feasible or not.
And definitely let us know what you find out. I looked into commuting in my own plane from DMK to PNH a few years back, and was aghast at the cost. I would be very interested in hearing if there have been any changes.
