Sokha charges 175 USD per night. The Chinese joint was fully booked. So we were shittled to the New York Hotel on Monivong near the intersection with CDG. Prices were more moderate. 1st night 40 USD, incl. breakfast. 2nd night 50 USD as a dinner box was included as well.
Breakfast was a sort of warm buffet. Not bad. Dinner box was also ok and a good sized portion. Hotel was old but clean.
It seems that going with the flow and not pre-booking a quarantine hotel might save some money.
Flight was full. Took about 2- 2.5 hrs from plane to room.
Nice nurse asked me for my phone number. Did not give hers nor called. Very disappointing.
Took 24 hrs for the results. Most checked out although they had paid for the night. 2 nights appear to be mandatory.
In terms of organization, aside from the bus transfer all was well-organized and I would do it again and maybe get her phone number.
In terms of attitudes, helpfulness the Khmers are in a different league than any Thai consulate.

Regarding the insurance requirement: I have travel insurance through my pension plan that covers me for 40 days out of the country. It gives 500K of emergency medical up to and including medivac. Would the "competent" authourities accept this in lieu of buying a hundred bucks worth on the ground? Documentation for it required? I don't know if the company that issues this would send me any sort of certified document I could show as proof.

Looks to me, my total costs of USD 230.00 for quarantine, testing, transportation, fees and whatever the Cambodian government did list on their menu was a bargain........
No, it won't, their rules are now very clear "buy our insurance at USD 90.00", otherwise, you won't get admitted to the country. Seems I cant get the best of both worlds. What a pity. Maybe she calls after 2 weeks in order not to scare the old man.
Perhaps redundant but so be it:
Make sure that the covid 19 test results are stamped and signed. I had a nice fight with the official handing it out. He claimed to know all and that it is not needed. I insisted and referred to an email from the Cambodian embassy. He relented.
A guy had problems boarding for lack of stamp and signature. The lady at the first desk on arrival was also more than happy to have stamp and signature.
The Cambod gov. does participate in the covid 19 bonanza although on a somewhat moderate level. Hotel price was 40 instead of 25 USD. 110 USD for a test is more than the 35 I paid in Europe - and they surely did not spent a dime on me. The deluxe city council bus costs me 1500 real instead of 20K. No complaints, all within reason but they do add some premium. As long as it goes to the health system I am happy with that.

Thanks for the reply V12. I am trying to follow these procedures but they seem to change weekly, if not daily. Wasn't aware they insisted you buy their insurance.

Yes and no, according the "rules" on MFAIC the moment you fall in the category "not-locally-sponsored/invited with local payment guarantee" (IE, be a visitor of type III and IV), clause IVb applies, which states, "Purchase a health insurance package for Covid-19 treatment, with a cost of USD90 and is valid for 20 days". This insurance package can be purchased from FORTE Insurance Company that can be reached through xxxxx". I do no see any exemption for people who already do have a proper travel insurance.
The practical implementation might be different, though the rules are as stated above.
If you do have references to the contrary, please provide.
