@RussianRoulette if they are under 14 days quarantine at the hotel they are supposed to be in "quarantine" which means they are not permitted to leave the hotel. The hotel are supposed to provide security to enforce this...obviously they aren't. The MoH should be conducting routine inspections.
There are dozens of hotels which have been approved quarantine facilities, all passengers on a flight will go to the same hotel, if one or more pax tests positive then that hotel is where they stay for the full 14 days.
The Grand Duke was initially set-up as a mass government quarantine facility for community transmission cases, not sure what the current status is, but it does not appear to be being used for quarantine on arrival.

Word is they came from the airport and are awaiting their initial test results however the whole lot was seen milling around the neigborhood.

It is getting more interesting.... a new bus turned up today under police escort (blue/red Phnom Penh City Bus, state plate 3-0205). On the side near the doors is a big sticker (In Khmer....) spelling out what to do if you exhibit any symptoms + a telephone# to call (115 if I remember correctly). It is not clear if these people come from the airport or crossed a land border. The latter was suggested as a way to bypass the $3000 requirement. However I was under the impression that it was also implemented for land border crossings.
The problem I see with the current approach is that older and newer arrivals mix. So that makes the 14 day rule pretty useless as you can become infected from a busload turning up on day 13.... I'll have a look if these arrivals are allowed to leave the hotel as well and will update again tomorrow.

You seem very concerned (rightly so) and obviously have evidence to support your concerns... but have you done anything about it ie. Contacted the Ministry of Health to report what's happening?

As long as quarantines aren't done at the individual level, IE right from the airplane, or better, even before boarding, there is a high risk of cross contamination between those who come from "safe" countries with real paperwork and those from high-risk countries with fake paperwork. Add on that the shifted but mixed quarantine periods and things can turn ugly wrong, very fast. As we see with the Covid-19 cluster infection flake-ups in Australia and Hong Kong.
in case you hadnt noticed very few people have died if any in the past two months in all of china, cambodia, vietnam, laos, and thailand for a start, which to me indicates that isolation and cure in these countries is solved, and whats more all this other stuff about $3000 deposits, testing for exaggerated fees and exorbitant quarantine fees is nothing more than gross extortion to the detriment of the whole country at large.

The most worrying thing is, the return-home Cambodians from highly infected countries, all the travel cross infection to non-Cambodians. Simply, because the Cambodian government does not require the Covid-19 tests for returning Cambodians. In the end, having 200 people in quarantine, just because of that. I think, the Cambodian government should instate a rule that ALSO the Cambodians returning home should be Covid-19 tested and if positive should be treated in isolation, to avoid cross infections to other passengers.

Cambodia reported 15 new positive cases of the novel coronavirus (COVID-19), the tally therefore rose to 156, pointed out the Ministry of Health in a press release issued this morning.
According to the same source, the new cases were found on 15 Cambodian men of 21 to 33 years old. They arrived in Cambodia on July 10 from Saudi Arabia via Malaysia. They were all admitted to Chak Angre Health Centre in Phnom Penh.
The other 79 passengers on the same flight with COVID-19 negative test were required to continue their 14-day quarantine at a quarantine centre in the capital, it added.
The 156 positive cases in the Kingdom include 84 Cambodians, 40 French, 13 Malaysians, 5 British, 3 Chinese, 3 Vietnamese, 2 Americans, 3 Indonesians, 2 Canadians, and 1 Belgian. Most of them are imported cases.
Of the total confirmed cases, 133 or 85,26 percent have recovered successfully, said the press release.
Since the first case detected in Preah Sihanouk province in late January, the COVID-19 pandemic has so far hit 13 provinces and capital of Cambodia.

Cambodian Consulate in Canada today said my Cambodian wife would need a very recent negative Covid-19 test in order to board a Canada to Cambodia flight. For our infant daughter to get the required pre-departure K visa, she would need to show a negative test result, and an air ticket scheduled to arrive in Cambodia within 72 hrs of the test result, before the visa would be put in her Canadian passport. Apply for visa, phone consulate to confirm conditional visa application approval, buy air ticket, visit consulate with negative test result and ticket and visa issued in 20 minutes, go directly to airport for the minimum 22 hour flight (usually longer if connections poor).
P.S. We had a negative test last week, but will need to fly to Toronto for another test closer to the flight time if we decide it is worth the trouble.

I thought Cambodians were exempt of such a pre-boarding test.
