lettre d'invitation (visa E)
I had all lined up for my visa. A few days before my appointment at the consular department of the embassy, the friendly staff send me an email containing a link to a government website. I needed a letter of invitation in addition to the other requirements. This was at the very end August.
The website distinguishes 2 types of companies, very important and others. Going to the others there were basically 2 options. 1) company underwrites expenses and 2) all expenses covered by the traveler.
The company needed to submit my passport data and the relevant data of the company plus the details of the owner/responsible person.
Once the online form had been filled out and submitted it took less than an hour until the OK was transmitted in form of a pdf /electronic letter of invitation. The company forwarded the file to me, I printed it out and passed on with my visa application, passport, photo and money to the consular department.
The official purpose of my travel was 'visit' my position within the company was 'friend.'
I think there might be some confusion about the labeling 'letter of invitation.' It is this pdf that is needed and the requirements to obtain one were in my case not insurmountable.
About the Turkish guy in/from SHV. Talk to some respectable Turkish expat, there are a handful, and get an idea how bad that character is. I would religiously avoid the guy in order not to be found guilty just by association. Nothing good comes from that individual. Worst character.

I was reading all kinds of shit that made it sound impossible to get a visa. I just went to the embassy in person and asked them "what do you actually need?". And they only needed the covid test and covid insurance.

In general, it seems advisable to have a Cambodian registered company willing to invite you beforehand.

Yes that's a big worry and I made the same point myself to Horace when he was considering flying to Seoul to get a visa. The situation can just change one day. You could buy your flight and by the time it comes time to go the situation may change and disqualify you from traveling.
My general feeling though is that if you have time and have money the best thing to do is get somewhere relatively clean of covid. For me that was Korea. Whenever things do open up, it's most likely to be to other "clean" countries first. France/UK etc are seeing their 2nd wave, countries like that will be on the shit list and you might be trapped.
If I had got to Korea but could not secure a Cambodian visa then I would have just stayed in Korea and it would have been fine anyway.

@mega no it was Seoul and over a month ago. My point was just go and ask the embassy what they actually need because all the info is confusing.
Exactly, ask your nearest Embassy as the supporting documentation criteria for the E-type Visa in advance varies from Embassy to Embassy, some are very strict, some are very lenient, some apply common sense whereas others follow the letter to the law.
The Cambodian Embassy in Seoul, by all reports, are the most lenient and have been issuing Visas to some people without any supporting documentation at all!

What advice do you have for someone who wants to visit or move to Cambodia but has no job offer. How can he get a visa without doing a 14 day prison term in a hotel room in Seoul?

dommage que tu puisses pas venir avec un visa touriste, car une fois sur place, easy to get e visa...va falloir etre partient, coz covid..
Nope....even if it was possible to get a Tourist Visa at the moment, it is not possible to change to an E-type Visa from an E-type Visa.
