Yes, talk to them.
In late April, I phoned Cambodian Consulate in Canada - there is no Embassy. At that time the head person sounded personally very worried and outlined a VERY strict required procedure that was extremely difficult for me, living on the other side of the country thousands of kilometres away. For myself and my family, it would have added at least a couple of thousand dollars to the cost, and there was no assurance we would be able to travel. We talked a long time, and more than once. As he got a feel for who I was and my situation, he grew more sympathetic and a tiny bit more flexible. Our family situation changed and I didn't pursue the visas, but, to my mind, respectful, polite, perseverance is the way to work through immigration and borders.
Now, I am beginning inquiries again. My hope and expectation, is that things will be much more relaxed, more in line with other Cambodian Embassies. Good luck with your process, and I'll occasionally report back on mine.

I know of someone that went through the Berlin embassy a few weeks ago and got the visa no problem. Send me a PM if you want the details.

Under the current situation (covid, no tourists) I would expect they roll out the red carpet and kiss my feet and offer two visa for the price of one, but I might be wrong.

i guess no travel this year.....
(smalls companies aren't registered at ministry of Commerce in Cambodia.... because they have to pay 1000 dollars once, then a fee every year. so... only medium or big companies will be able to make you an invitation letter.....)

Every company has to be registered. It’s the tax patent that’s the issue.

I am working with the cambodian embassy in washington DC to apply for a business visa. Everything is straight forward, only thing special needed is an invitation letter from a business or school. Is there someone here who can PM me to assist with a letter, or direct me in the right place. much appreciated. I will document my journey back to cambodia next month.
Ask your employer and if you don’t have one take a moment to reflect on why the restriction exists.
I too am looking for an invitation letter. Willing to spend some $ to grease any wheel. Please send a PM, I have applied for jobs but havent had much success, so this is what it is.
