I failed to check the passport when DoI officer handed it to me, so I ended up paying, OK.
DoI officer wrong to give it to me, instead of processing it himself.
I think MAYBE the problem, was related to what kvisa said. I believe kvisa is Khmer, and all Khmer I talked to at the airport and since paid similar small tea money at PNH. Expats arrivals, maybe because of language problems, were more likely to get a free pass. Our DoI officer saw that merely doing his job gave him no advantage, so he would rather pass the work to other officers. (Note: this petty airport corruption might not normally exist, it might be an outgrowth of the COVID cash extraction pipeline. That seems to be how most Khmer arrivals view it.) Or, maybe the DoI officer was just having a bad day and wanted to spread out the work of the last passenger group.
Anyway, it is done.

The eldest got his passport IMMEDIATELY pushed back, never going down to the lower part of DoI officer's desk, I knew it was his and that it was unstamped. At 13, he could figure out border control on his own, and did so.
As an aside, over the years I've had Thai control folks at the Poipet border ask for tea money many times, on the Cambodian side, never. It is a horrible crossing, but for me, all the issues have been on the Thailand side.
