We all know how this whole thing started and do very well know, the emphasis was largely to collect the money and the factual delivery was/is nothing more than "prison rights in a 3rd world country". Giving the impression the "Maybe" might be a very hesitating "Maybe".
Given the persistent Health Ministry refusals' to provide better (or better: "selectable") quality suggests that the wellbeing of the individual is scaled significantly lower as the money coming in. In turn, suggesting that the margin between paid by visitors and received by the final service providers seems to be large and potentially sticking with middle-men instead of the Health Ministry itself (for doing "good", which could be an acceptable reason to accept the outrageous pricing).
We are not speaking about the "right to life" (ehhh live ???), since that is not a discussion topic, most Westerners living in Cambodia would agree to that (otherwise, they would feel out of place in Cambodia).
