I think it’s just a rehash of random promises. I doubt Cambodia is the first to open borders when it’s still full blown in Vietnam and Thailand. And herd immunity doesn’t exist post Delta - it’s transmits to vaccinated so that notion is irrelevant. When Cambodia decides to stop worrying and learn to love the virus borders will open (2022ish).

Being vaccinated allows your immune system to deal with the virus meaning you won’t be infected for long, compared to the unvaccinated.
Secondly if you are unvaccinated you’re far more linkley to get Covid than a vaccinated person.
Otherwise what’s the point!

The relevant Govt Ministries have been discussing quarantine free arrival for fully vaccinated travellers in the 4th quarter, but ONLY as part of an organised tour group to Siem Reap.
Purely speculation on my behalf, but highly unlikely the country will be opened up to regular tourists/travellers this year.
As per usual, don't put any faith into any of these articles being published by KT's or the PPP... wait for an official announcement/directive.

I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.
As mentioned on TOF, it won't matter one jot if the country was opened tomorrow without any restrictions whatsoever.
Travel to Cambodia is hard; direct flights few. Many tourists typically have Cambodia as a secondary destination when they are visiting Thailand, Malaysia, etc - not as a core destination except for the most hardcore historical ruins seekers. Psychologically people won't want their first overseas trip post-COVID to be long distance - Brits will hit Spain in 2021/22, etc. So you're looking at 2023 before any kind of mainstream international tourism kicks off, people have a solid time in Bangkok/KL/Singapore, etc. COVID stays away & folks have confidence to do a more edgy trip to Cambodia in 2024 earliest in my opinion - the comment above of 2025 perhaps even more realistic to be honest.
Happy to be wrong, the country desperately needs it to come back to normal, but with Chinese clampdown on gambling overseas, COVID hangover, I just don't see it. I don't mean to knock Cambodia either, I love it to live in as a long term expat - I don't miss the rat race one bit, but a major tourist destination it is not, even if it were fully open & the rest of the World shut off.

Let's face it, as far as tourism go's Cambodia was screwed a long time before Covid.
The beaches were in the top 10 places to avoid.
The long stay piss heads were told to fock off somewhere else, whilst the ones that remained abit longer were evicted to make way for another completely souless building/street.
Even Benidorm looks exotic in comparison.

Mass tourism? Long way off. However that doesn't mean zero tourism, or zero work towards a broader restart.
Not sure if I saw the advertisement yet, but I expect to see it soon, Cambodian Ministry of Tourism seeking pairs and groups of social media influencers for small, carefully selected niche tourism markets.
All fully vaxed, perhaps boosted, masked, maybe, when encountering strangers inside.
Now is the time to promote the obscure. I know a solid gaggle of sixty something white women who would love to spend a week doing a top quality yoga course at the top tier of Angkor Wat. Or, if that is too sensitive, the sunset viewing temple, or even on the old bridge to Angkor or the platform back of Siem Reap's Preah Khan. These women are rich, well travelled, are keen for some adventure, and have lots of time. Get a famous trainer, some attractive Khmer assistants(gender depending on details of group), a skilled publicist, and a single group of women. Yoga at 6 am 15 Nov. Embassy applied Tourist visas for the group. Testing and perhaps quarantine OK. An empty, booked, Tomb raider temple for two-hours a day is a sufficient draw.
Or some of the Moto or bicycle touring companies. Maybe some niche rock climbing. Hula hoops or para sailing off Preah Vihear. Kayaking at Kong Falls, 4,000 Islands to Steung Treng. Prep for Jungle trekking in November December. Indeed do the Galapagos Eco Science Project "volunteer" thing, where 'volunteers' pay huge bucks to count, say, butterfly species on Phnom Samokos. (Hike straight south of the new Pursat to Tmar Da Highway. They are volunteers, save the Glamping for later at already developed eco resorts (Koh Kong, or with Elephants in Mondlkiri), as long as the coffee is good and mosquito nets work, they will love to "Rough it" in some poacher camp near the ridge.
Big numbers ARE needed to support hotels and the Khmer tourism industry, but we agree that won't happen soon. So focus on things that were not so big before and get it all up on social media while the tourism markets are quiet and hungry for anything!

I haven't been up there in a while but as far as I can remember it's very cramped. Everything is fine here. The only hypochondria I see here is from guests who haven't actually been in Cambodia for a long time. There have barely been any sex crimes involving westerners since they stopped issuing tourist visas. They should ban tourists.
