We know 14 day quarantine requirements for many countries makes tourism a non-starter, even if issuing Tourist visas resumed. However today's not quite excellent KT article proposes 7-day quarantines, and in-ASEAN travel bubbles, as at least the start of a remedy. They implied it was Mr. HE's idea.
Well, would this work for you? Assuming visas happened, would tourists trickle in if quarantine costs, in both days and dollars, were half what they are currently?

No. As has been stated Cambodia was and is always a “Let’s go visit Cambodia (SR) whilst we are in Thailand/Malaysia/Info” etc.
Also any European or North American will probably delay their travels and go closer to home for fear of being trapped.

I highly doubt tourism will return to previous levels anytime soon. It will be up to a small elite to do it comfortably. And of course while keeping a close eye on unprecedented political events in the world today. I've never spent much time by the river myself and don't miss the bad behavior of budget travelers. In my opinion, the only money to be made now is in the luxury segment with 4 to 5 star ratings.
Sure, as a foreign investor, or even a rich Khmer investor, the lux tourism segment is the most desirable. But if a rich tourist comes for 2 weeks and spends $2k, and a budget backpacker comes for 2 months and spends 2K, there are arguments to be made that the budget traveller provides the best outcome for the highest number of Cambodians.
It doesn't matter much that the backpacker in 2 months eats more. It is where the spending goes. Simply put, the percentage of $ leaving Cambodia is higher for rich tourists than for backpackers, much of the backpacker's 2K will stay in Cambodia and circulate to those currently most desperately in need, a good chunk of the rich tourist's 2k will depart for imported products.

The Gov would be mistaken to focus only on the wealthy travellers, better, if they can get them, to have a range. If Dec 31 sees 2000-5000 tourists in the country, best if they cover all price points, with longer term budget travellers at least half.
