Position Summary:
The Chief of Party will be responsible for implementing a high-quality, results-oriented counter trafficking-in-persons (CTIP) program in Cambodia that covers the “four Ps”: prevention, protection, prosecution and partnerships. The USAID CTIP program (October 2015-September 2020) is targeting 100 communes in nine provinces of Cambodia by addressing the root causes of human trafficking; strengthening the safety nets that protect survivors; building the capacity of government to prevent, monitor and prosecute trafficking; and leveraging private sector actors to advance counter-trafficking efforts.
The duration of this role is 1 year.
Essential Responsibilities:
The Chief of Party is responsible for overall project management, supervision, administration, and implementation of the program. S/he will establish and maintain systems for project operations; ensure that all agreement deadlines are met and targets are achieved; coordinate and maintain working relationships with project stakeholders (including the Government and private industry stakeholders, subgrantees and/or subcontractors); lead collaborative initiatives with private companies; and oversee the preparation and submission of technical and financial reports.
Develop and oversee annual planning, timely implementation of activities, and monitoring and evaluation of project implementation
Oversee project budget and ensure that all financial activity is carried out in accordance with annual budget allocations, Winrock policy, and donor guidelines
With support from field and home office staff, prepare and submit timely and accurate activity, financial, and other reports
Maintain close communication with donor, reporting regularly for formal review sessions and providing ongoing, informal updates of program progress
Provide technical assistance, support, and oversight to governmental and nongovernmental partners
Hire and supervise local project staff and annually evaluate their performance
Develop relationships with the private sector in order to establish public-private partnerships to promote ethical recruitment and safe working conditions, increase public awareness of human trafficking, and provide assistance to survivors
Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the business community
Act as an ambassador for the project during visits from U.S. government officials and other high-profile visitors
Other duties as assigned
Qualifications:
Successful candidates will have:
Strong management skills as well as salient experience implementing anti-trafficking programs in the Asia region, preferably in Cambodia.
Specific experience and specialization in at least one of the following is required: trafficking-in-persons, labor migration, private sector partnerships, legal reform and policy advocacy, survivor-driven service delivery and protection referral mechanisms, job skills and entrepreneurship training, public education (including work with the media), community mobilization, and/or monitoring & evaluation (of trafficking programs).
Significant USAID project management experience and leadership is highly desired.
Education:
Master’s level degree required in international development, leadership, political science, or a relevant social science discipline.
Technical:
Applicants must have a minimum of 10 years’ experience working on anti-trafficking or other relevant programs, including a minimum of 5 years of demonstrated managerial and/or team leadership experience on field programs focused on CTIP.
Experience in the Asia region is required.
Management Experience:
Experience managing international projects to the highest ethical standards
Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget
Financial management and oversight experience
Demonstrated success in motivating and supervising diverse teams of employees
Experience in strategic planning and implementation of strategic plans
Experience designing and implementing or overseeing monitoring and evaluation systems
Good track record working with and/or partnering with a variety of individuals and organizations, including senior government officials, international agencies, private sector companies, and donor organizations
Experience strengthening local partners’ capacity for TIP service delivery and policy engagement
Skills/Knowledge:
Knowledge or understanding of social, economic, and political context governing anti-trafficking and safe migration issues in developing countries
Experience working with governmental bodies at the national and sub-national level desired
Experience overseeing international donor-funded programs
Experience with private sector engagement and partnerships in supply chains desirable
Demonstrated interpersonal skills, creative problem solving, and ethical management skills
Fluent English language skills required; Khmer skills desirable
Excellent written and oral communication skills
Computer literate in word processing, spreadsheet, and presentation software (Microsoft)
