I want to rent a Honda Dream to get around Phnom Penh. Naturally I'm concerned about the traffic "police" who seem to have checkpoints on every major street in the city. Earlier this year I was stopped in S'ville while on a bike and I think I paid either $3 or $5. Can't remember for sure. It seemed like too much at the time but the cop was big and surly with me. A couple weeks ago I was riding on a moto and happened to go past a stopped vehicle with a Khmer driver (in front of Lucky Supermarket) and I heard him say to the cop, as he was opening his wallet, "buy poon riel" (three thousand riel).
So my question is this: assuming I'm wearing a helmet, have a properly licensed bike and don't have my headlight on during the day...what should I say and how much is reasonable to pay? I have a driver's license from my own country but not an 'international' license and certainly no motorcycle endorsement. Obviously I don't have a Cambodian license and I have no intention of getting one.

I think most people on here will tell you to ignore them, drive past them, perhaps even give them a kick in the shins as you gun the engine and drive on.
For a westerner, I think around 10,000 riel is fairly standard, (after they initially ask for $5) but that's based on my limited personal experience.

Considering most Cambodian motorbike drivers also has no license I wouldnt worry about it, but if it comes to that just pull something saying your home country's car license id are good for both car and bike and according to Cambodia driving law section 5.2, part 4 clause 2 foreign driver license legally allowed for up to 3 months some shit like that. If you have your helmet on and 2 front mirrors etc I cant figure why traffic cops would want to stop you unless you are a cop magnet.
Yea like Chguy said, just speed past them when you see them up a head or do a U turn. Because once they stopped you they will find every reason to fine you, letting you go will means losing face and of course lost of potential $.

I have never paid any fine/bribe and have been let go the three times I have actually been stopped - twice on the bike, once in the car -(couldn't avoid it).
Registered vehicle, mirrors, helmet on (on bike) and Cambo licence and road tax paid, plus actually obeying the laws.
BTW.. I do carry a spare key in case they take the one in the ignition out and I get sick of their bullshit and want to get away.
Note to self: Must be nice to morons.

To the OP. I've been driving a lil Honda like yours around for almost 3 years (with plates, $1 tax sticker and a helmet) and I've only been stopped twice. Once I payed $1 a lil over a year ago and a few months ago I broke free after a few minutes, thanks to my key situation.
The people on here saying things like "if u don't break the law then they won't stop u" have to be kidding....
My advice is to learn how to resist/avoid being pulled over, and spend $40 for a license if it helps u sleep better.

I've been stopped twice here. Once for coming to a stop beyond the zebra crossing at the Intercon, once for running a red light, the one just down from Lucky's on Sihanouk.
I recently got away with 30USD for crashing into three cars, going up a o/w street against the traffic and for sleeping in same street for two hours
