I'm with the Japanese on this one, pay your staff a decent wage in the first place & if they aren't very hospitable or cut out for the job, sack them.

My Khmer girlfriend will always tip (albeit with my money) if she feels she has received good service but always direct to the individual not just leaving a tip in the wallet, or as she says tip on the outside not the inside as inside tip goes to boss

We always tip if service has been provided to even a minimal standard. Usually 5% is what we'll give, more if service is exemplary. Knowing the sort of wages service people survive on, it's niggardly to not do so.

At Western places, sure. It would be unkind to NOT tip. But at Asian places ... only on special occasions.
I think on certain holidays, people are allowed to be generous, for good luck. You know, the big days when the King pardons 100 prisoners. But outside of those holidays, it's dangerous flashing around a bunch a bribery money at every meal ...

If you read the article and it's associated link you'll see that "The restaurant’s prices, of course, are now higher than they would be otherwise so Yasuda can continue to provide employees “with a good salary,” Rosernberg says. Yasuda’s staff receive vacation and paid sick leave."
No more tips but the prices have gone up to compensate the staff, customers still pay a service charge but it's just added onto the price of each item.
What's a livable wage in Cambodia?
In the US it's unlikely that staff are going to get daily tips equal to several days pay, correct me if I'm wrong. In Cambodia it's the opposite, if say a waiter is getting $90/month they may get $10 a day in tips, however it's unlikely a business could survive if they tried to pay their staff the equivalent cash of about $400/month for a waiter as the additional cost would be passed onto the customers as increased prices. If say they paid the staff $200/month which is much better but only half of what they can get with tips. Is it fair to limit your staffs earning capacity by not allowing tips?
In business all costs are passed onto the customer, if the business doesn't cover its costs it goes out of business. So arguing the business should pay more for their staff whilst not expecting higher prices is just flawed logic. For example a $7.25 steak at the Cavern would simply need to become an $8.75 to cover these increased costs, which would probably put off customers leading to less sales leading to loss of profit and loss of jobs.
Personally I tip when in restaurants or bars, but not at mini marts, service stations or mom and pop stores.

In one culture it's ok to walk with shoes inside. That's just plain wrong in Asia. See the difference? Not a horrible infraction, but still a lack of sensitivity.
