How much is you monthly bills?
I need to operate three things pretty much on a daily basis - a good A/C, a fast or pretty fast internet, and a laptop or desktop. How much would the electric bills on avg do you think it woulkd cost to do so?

I think 800 Riel kWh.

Depends on many variables. What do you mean by 'a good A/C on a daily basis'? Is it going day and night, and how big is your apartment? Also, are you paying for electricity directly to EDC or via your landlord in a serviced apartment?
I live in a reasonably large 2 bedroom / 2bathroom serviced apartment and pay the higher rate. My aircon is on in the lounge for 2-3 hours a day and an hour each night in the bedroom, and then I have a fan running all the other times I'm home. My power bill is usually $50-$60 per month.

It also depends on whether your aircon is an inverter model, way cheaper.
Do you have a fridge?
Which direction does your apartment face? Does it receive direct sunlight?
Do you use an electric kettle/stove?
Is your TV an energy-saving led model or an old crt model?
newer computers don't use that much power.
Anything that heats/cools does.(except gas, obviously)

My bill is about USD 300.00. Three A/C's running pretty much all the time, a 4th from time to time. Two fridges, 3 TV's, Microwave, electric stove.

If you need to know in advance how much it will cost in electricity to run your laptop, I fear that your move to Cambodia may be underfunded.

So I don't really understand what the hell goes on with edc bills sometimes I get very low bills and sometimes I am not even home for most of the month and I have high bills...

Whcih is cheaper through the landlord or EDC for electricity? Also i wanted to install solar panels to have my apartment be solar charged. i heard on the long run your savings is incredible.

The EDC bill will be the cheaper one unless your landlady is very fair and just passing on the bill to you. My landlady pays my bill and I just pay what's on the EDC bill.
