Needs and wants, they do differ. I need just the basics but a gym would be nice. Yeah, I can improvise buy peer pressure is good for me. 30 minutes drive? Small motorcycle due?

Kep is just great. I can't get enough of it.
Sure, it is quiet.
But who needs all of the seedy expats and their bars, restaurants, guesthouses and other problems?
Give me quiet and tranquil Kep every time.

Yeah, restaurants are a terrible problem. They should be banned.

The other thing you could probably do is get a good long
rate on a bungalow somewhere. Then you'd have a pool, bar, restaurant and company if you want it. Botannica comes to mind.

As others have pointed out, Kep is vey nice for a visit but there is basically nothing there in terms of services, supplies, distractions etc.
Kampot is definitely where you would want/need to base yourself. Plenty of cheap rental options, most services, medical, most supplies, good resto's & bars yet very peaceful. Very short easy commute to Kep on a good road (now). You can do it by Tuk Tuk even. Buy a good (sic) Daelim motorcycle and you should be OK for parts and service in Kampot or pretty much any other rural town in Cambo (cept maybe Kep ha ha). Plus Kampot is bloody nice, although now overrun with bloody Hipsters and Zig Zag men/gals with freeking MC Hammer pants and Man-Buns.....
