Khmer Krom with Vietnamese ID but no passport used to come and go routinely. Don't know if things have tightened up the last couple years.

$20 Still gets you across the border. I am sure there are a lot who do it for far less.
I met a Vietnamese bar girl once who claimed to have bought her Cambodian ID in Saigon, so she could come and go and work in Cambodia. There is no real way to know one way or the other if this was true or not though.

Sure, you can get a laissez-passer that allows you a limited visit. There are thousands of traders who pass back and across the borders on all sides every day, but that's with an understanding that they don't stray too far. When I speak of the thousands I refer to the traders and luggage carriers. If you go down to Phnom Den you will see a track about 100 meters from the border crossing where guys carry stuff back and forth around the borders. Sure they pay a little bit for the cops to look the other way.
However you can still travel back and forth no papers at all for $20. Through the actual border crossing moc bai -bavet at both immigration's. You can then travel anywhere you like. Yes you may risk deportation if you piss someone off or you may live there for 10-20 years with no problems. Still can be done bet my balls on it. Been there done that seen it done know of many many cases. Recently as family a few weeks ago.
