I have used an Irish guy that is fairly well known in Cambodia for all of our work.
Asking him to work at $800 for that kind of shoot is indeed "beyond rediculous" The reason being is that is about half his rates!
Why does every entrant to this country assume that everyone who is competant should work for free? That is precisely why standards are so low here, because idiots (Khmer and foreigners alike), revert to a default position of paying peanuts. Naturally, they get monkeys, with predictable results!

This guy sounds like he wants to sell a fitness DVD, I think hiring National Geographic videographers is a bit much.
Just get someone to video it and reach out to someone who edits videos for YouTubers.

Probably check their work before hiring them, and figure out some sort of retainer to make sure they do everything as agreed.
Or you could shoot it on a smartphone and edit it with

If money is key then why not hire a wedding video crew?
They're "professional" right, in that it's their profession?
But if it's a real professional you want and unless you want a bunch of raw unedited footage then it's inaccurate to think that you are only paying for the time the guy stands about with the camera.
Half an hour is long. Most feature films run at about 90 minutes and they take weeks/months to film and months years to edit.
Perhaps DIY would be one way to go? Set up a tripod and run about in front of the lens? Gotta start somewhere.
