Cash requirements for Indian Nationals
I'm trying to get my girlfriend here from New Delhi. Apparently there is a $500 cash requirement for Indian Nationals. Is there a way I can get her here without sending her $500 in cash?

Well that's not really any of your business. But I appreciate your concern for my well-being. Honestly though I want to bring her here to meet her in person. I have no interest in going to Delhi. If it's the latter, and you're serious about meeting this woman, you're going to have to trust her enough to send her the money if she's not able to put 500 bucks together herself.
And If she can't raise 500 bucks on her own, how is she intending to support herself while she's here?

I've never heard of this $500 cash requirement for Indian nationals. Where did you hear about it? From her?
The question of whether you have met her in person is quite appropriate, because this is a common internet scam "I love you I'll come see you send me money." They ask for money for the ticket, then they claim they are stuck in immigration or at the airport and need more money wired.
I don't know what's more foolish, sending money to someone you've never met in real life who claims to love you, or agreeing to move in with someone you've never met in real life.
It's a shame keeping_it_riel deleted all of OrangeDragon's posts, they would be quite informative here.

I'm an Indian national and they didn't ask me for this. They do NOT give Indians Business visas on arrival though. She will only get a tourist visa. If you want for her to stay here longer, she'd be smart to get the business visa in India and you could vouch for her and maybe even wait for her at the airport. I know of another such girl who only got a business visa on arrival because she was with her white (US Passport) boyfriend.

3 pretend to be stuck at immigration when actually never left and suddenly ask for more money (often a grand or more)

But if she looks and acts like a peasant they may rightfully ask to see a ticket out of Cambodia. I think you should send her the 500 (if not a little more) as pocket money. What is she to do if you don't show up or somehow suddenly drop dead? Be broke in Phnom Penh?

To be on the safe side, make it out to a Wing or Western Union within Cambodia (near the airport). So that she doesn't decide to just keep the money and not show up either.

I agree that if she shows up with no money and no return ticket and says "I'm just going to stay indefinitely and live with my American boyfriend" there could be trouble.
He should get off his ass and fly to India to meet her before giving her money or deciding to live with her. Asking an impoverished "girlfriend" from a third world country to fly alone to come live with you in another third world country, before she has even met you in person, is a dick move.
Either she's scamming him or he's taking advantage of the fact that she's so desperate that she's actually do this.
He has already said that the cost of flying between Indian and Cambodia isn't that much. A gentleman who loved this woman and cared for her feelings would fly to India to meet her.
