I’m planning on moving to Sihanoukville in October to teach English online. I’m worried about power outages as any lapse in wifi could lose me my job. I’m wondering if I would be able to find an apartment/small house with a committed generator that I can run whenever I need to teach, just in case. Something in Otres for under $250 preferably.
doubt it. power don't go off to much in SHV it's self these days only seems to be when some power line pole gets damaged by a car crash etc or short outages for maintenance.
In the rainy season power outages happen 3 to 4 times a month.
Even if you have a generator it won't be a seemless transition so your WiFi will drop out, unless you and the WiFi have a UPS, until the generator kicks in. Most have a manual start so unless you have access it might be tricky.
Plus the broadband here is questionable. Drop outs, slow speeds etc. Even from EeziCom, the biggest.
Cambodia is not a place for digital nomads.
You could get a dongle but then it could still drop out if there is a big outage.

Do not come to Cambodia (anywhere!) if uninterrupted power and internet is critical, and you're not at least fairly well off or can stay with someone who is.
Battery bank, inverter, decent charger.
Load balancing router and a wifi dongle from metfone.
Or just choose another country.
Nha Trang in Vietnam is supposed to be copacetic.
I believe you can get a multiple re entry 1 year visa now there depending on what country your passport is from.
