Hi,
Is Vietnamese at all common as a second language for Khmers? I know there is deep animosity for Vietnam, and the Vietnamese in general, but does that translate into an absolute aversion to learning Vietnamese? Is it a language government/military officials try to learn?

The only locals I know who can speak Vietnamese are officials who trained there and came over as part of the Salvation Front in 1979. They don't usually advertise the fact. A few others I've known who trade along the border and work in casinos speak it too. In Vietnam learning Khmer was discouraged for a long time in Kampuchea Krom, yet you will see large schools that do exactly that in the delta. I have never seen a school here that openly advertised Vietnamese language teaching.

One of my clients was pointing out the local primary school which he said was Vietnamese. I presume they teach Vietnamese there along with Khmer. Mind you, he is also the one who told me there were 7.5 million Vietnamese here.

In 1 word, no. As Lucan pointed out. Also there is no incentive. I speak semi-fluent Vietnamese and could only use to it to impress Viet coffee chicks. The locals on the other hand now a day their secondary language is either Mandarin or English.

Plenty of locals living near the Viet borders speak fluent Vietnamese.

Thanks for your answers. I'm planning on studying Vietnamese at uni so I wanted to have an idea of the level of Vietnamese spoken in Cambodia. If I wanted to work with stateless "Vietnamese" in Cambodia it might come in handy. Maybe I'll just become a blackjack dealer.

Ofc alot of people can speak more then Khmer. But i assume we are talking about middle-class then? Even if its a huge number who does i get the sence that most dont. But ok, i dont hang around high income khmer. All vietnamese people ive meet so far have spoken Khmer. But yes, they did so poorly as they often had to repeat themself many times.
