Water Festival
Water Festival
I know the water festival is from 13-15 Nov. Given that 13 Nov is a Sunday, does that make 16 Nov an observed public holiday? I've been trying to schedule a few meetings on that day, but all parties have been saying they won't be in office.
Depends on their business but for lots of them, yes. And a lot of people will just take the whole week off.

Subject: (CAMFEBA) Public Holiday 2017 and Notification of water festival
Dear Valuable members,
We would like to disseminate the Prakas No.466 on Paid Public holiday for 2017 . In Article 2 of this Prakas clearly stated that “Any public holiday, which falls on Sunday, worker shall be subjected to be one day carried forward to the next day. ” and The affective of this Prakas is from 1st January 2017.
For one more thing, We would also like to disseminate the notification of Water festival for 2016. Based on this notification, there are four days off from 13th till 16th November 2016 because the fourth day of the holiday is the substitution of Sunday 13th.
We herein attached all the relevant material for your reference.

Is there a Water Festival Survival Kit for Phnom Penh?
Leave the area?
Strip naked, then put on light clothes and a constant smile?
Bring only a Nokia brick phone and some spending cash? Travel wallet?
Maybe a camera phone on a lanyard around your neck?
Always tip the armed security guards? (Just kidding. They are fed quite well, I'm sure.)
Befriend a Royal Family member and ask for dibs on VIP seating? (That actually requires interpersonal skills.)
Prevent swooning by carrying an ice cold 2L water bottle with you?
Wear a mask?
Travel in a large rugby "scrum" and move from Riverside bar to Riverside bar?
Take up MMA and just "roll with it?"
Suggestions, both real and (genuinely) humorous?

is there some sort of schedule for what happens when? boat races, concerts, fireworks etc? Right now there seem to be some show going on somewhere close to Naga and there is fireworks. I had no idea that this will go down.
