I see update news that drivers who are driving motos that are 125cc or smaller do not need a license. I'm curious to know if this also applies to foreigners in Sihanouk ville. And if I necessary need one. Can I do it without the agent in Sihanouk ville?

The Principality of Sihanoukville has always had different laws to the rest of Cambodia.
These laws often change on a monthly basis, there is no way of knowing what legal requirements are currently in place there.

Well, they no matter what they will stop you until you show that license. Then they just smile and let you go without problems.
But it was, like in Siem Reap, once banned to rent motos to foreginers in Sihanoukville.
Why would they over one night allow 5 million tourists to drive legally in their country when its obviously the oposit of what they want.
We need a official statement that its for foreginers aswell or you can talk as much as you want about it. The traffic police wont care. But when they realise they wont get any money they might let you of anyway.

I also read the prime minister officially said moto under 125cc do not required license. Could print what HE said, place it under your bike seat and show it to the traffic cops when you get ask. But at the same time, HE allowed cops to legally fine people for other things, for instance: helmet, mirrors, speed and amount of passenger/thing on your vehicle.

As to the discussion about whether the no licence for < 125 rule isn't applicable to barang, could someone please point out somewhere in the existing traffic law (the law, not the enforcement by traffic cops) where foreigners are not obliged to follow the same rules as Khmer? I can't think of anything, so why would this law be any different. I also believe the big boss said he was abolishing the <125 class of license all together, so if there's no license available, how can anyone be expected to obtain one?
