I don't understand why this is an issue.
The deposit is on the bottle, so keep the bottle and take it to another shop for exchange. At most, you lose the $1 for the water in the bottle.
Is the water worth drinking? At $1, no. What will getting sick cost you? Don't like it, don't drink it. So you'll lose a dollar, wtf?
Is the $1 water cost worth alienating a neighbourhood seller and possibly causing bad feeling against you if that seller is well established? No.
Keep the bottle, use another shop, move on, and forget the dollar cost. That's a cheap price to pay to learn that you can't trust someone. Could have been far worse.
Would you drink water from this?
If you are in Phnom penh you should be able to smell on the water if it comes from the tap or not.
If it actually comes from the tap and smell chlorine (as tapwater does), well, its safe to drink even if you might not want to live on it.
