The Brax arrest is an arrest within the EU that commands the immigration department in the Schengen zone to provide legal partners of EU citizen with a free visa on arrival. But of course the devil is in the detail. Before you go down this road, make sure you know what you are doing. Loads tried, some succeeded, some failed even before entering the airplane. The problem is in the 'legal partner' part because the burden of proof lies with the person requesting the visa. It's not the job of the immigration department to prove the opposite.
For everyone not having a legitimate marriage certificate (at least legalized by MOF), forget it all. Even if you have one, it's up to you to proof it's a real marriage, and not a fake one - on the spot, with the risk of deportation if they don't believe you. And Cambodian documents will be treated with a lot of suspicion because as we all know money can buy you all here. If you fail to persuade the immigration service at the Schengen airport, you're on the next flight to 'visa free country' and the airline will be fined. The airline might try to get that money from you.
Better get a visa in advance.

No, only if she's the 'legal partner' in the way the law means it and he can proof it. A lawyer will cost you more than the EUR 60 visa fee. A ticket to a 'visa free country' (must be in Africa I guess) through some other Schengen capital will also cost a fortune, and then you have to travel from that capital to Paris - even more costs. Christ - apply for a visa and pay 60 EUR. If you prepare you're documents well and she doesn't have a history of whoring in the EU she will probably get the visa if he accompanies her and promises to take her back to the KOW.
Did you personally go down this way or not? I don't think so, because your girlfriend got a visa if i remember well. Why send him down this road that's not even open for him? He has a girlfriend. So no official documents to proof she's his legal partner.

Boarding a flight to Nigeria hoping to be let in in France or wherever on the virtue of an obscure EU ruling looks a tad dubious to me.

Substantial, woulld be something in Cambodia that is not worth walking away from. Developed countries are dubious about giving visas to third world citizens, incase they become a financial burden on the state.
